Bhubaneswar & Puri submitted City Development Plan for Jawaharlal Nehru National Urban Renewal Mission

The rapid pace of urbanization in India has not only created opportunities for economic growth and improved quality of life, but has also led to an increased pressure on the delivery of urban civic services and urbanisation of poverty. To support urban infrastructure provision and deepen urban sector reforms, the Prime Minister of India has launched reform oriented fiscal incentive program "Jawaharlal Nehru National Urban Renewal Mission (JNNURM)". An outlay of Rs 100,000 Crores (One lakh Crores) is allocated for 63 large cities (including capital cities and heritage towns) to be implemented over a period of seven years.

The JNNURM aims at providing incentives to cities to undertake institutional, structural and fiscal reforms, necessary to improve service delivery systems that are sustainable, enhance local economic performance and bring about transparency and accountability in the functioning of municipal governments.

The mission covers two Urban Local Bodies of Orissa namely Bhubaneswar and Puri. As formulation of City Development Plan (CDP) is a mandatory requirement for accessing Jn NURM funds, the Housing & Urban Development Department (H&UD) of Govt. of Orissa, as part of its agenda to address cities development challenges faced by Orissa cities, have initiated formulation of CDP in Bhubaneswar & Puri.

Both cities have submitted respective CDP's to the ministry with identifying Rs 3039.61 cr for Bhubaneswar and Rs 1828.00 cr of Invest Plan for the coming seven years. During the mission period based on approval of Detailed Project Report (DPR) funds will be provided for project implementation.

The CDP was prepared in consultation with citizens and various stakeholders and identified respective cities VISION.
